It would be an important spot to defend for whoever owned it, you know? Or have I been watching too much Ken Burns this week? Could the dome things be mounts for anti-aircraft artillery (or earlier American or Spanish cannons)? There are a few things to the northwest of the bridge that look like artillery positions, so I wonder (particularly with that funky indent ring on the top) if there wasn’t some kind of defensive thing mounted there.
